NATIONAL OWWA SCHOLARS CONFERENCE 2007



The Third National Conference of OWWA Scholars was convened last May 22-24, 2007 at the Subic Bay Free Port Zone, Olongapo City. It was participated in by more than 200 scholars of the Education for Development Scholarship Program (EDSP) and Congressional Migrant Workers Scholarship Program (CMWSP) from various regions.


EDSP Scholars
The Conference’s objectives were that, after the 3-day activity, the scholars would have:

1. Gained general information on present migration realities, issues and trends, for their better appreciation and management of own experiences as member of an OFW family;
2. Acquired basic knowledge on other OWWA programs and services, to enable them to re-echo to others, as informal OWWA youth arm;
3. Obtained updates on CMWSP and EDSP;
4. Surfaced issues and concerns concerning program implementation, with the end view of enhancing the scholarship programs of OWWA;
5. Shared experiences through a stress debriefing exercise;
6. Acquired techniques on time management;
7. Obtained insights on the role of Filipino youth in nation-building;
8. Formulated an activity plan for the optimization and maximization of the organized ranks of OWWA scholars at the regional and national levels, as part of their OWWA training towards their participation in national progress;
9. Developed a directory of scholars as of School Year 2006-2007 to facilitate their direct interaction with and support to each other;
10. Renewed their commitment to OWWA as scholars, and abide by the scholarship program policies;

OWWA Administrator Marianito D. Roque delivered the conference’s keynote speech in which, he addressed the concerns raised by the scholars in their respective regional pre-conference consultations, among which is the release of stipends through ATM.

Formal Conference discussions commenced with a session on Migration Realities facilitated followed by a presentation of OWWA Programs and Services.

OWWA’s Partners also served as resource speakers to the scholars namely, Mr. Richard Lozada and Mr. Vincent Delgado of Microsoft Philippines introduced the pipeline-innovations of Microsoft which, in partnership with OWWA, are expected to benefit the OWWA scholars. A Stress Debriefing and Time Management lecture ensured with Mr. Allan Amparo of the Human Resources Department of PAGCOR as Facilitator. Representatives from Philamlife and Smart Communications presented their respective business packages and customer services designed to cater to the needs of OFWs and their families. While Mr. Melanio R. Santella, Jr., Chief of the Regional Youth Development Division of the National Youth Commission discussed the Role of the Filipino Youth in Nation-Building.

A ratification of the Constitution and By-Laws of the National OWWA Scholars Organization and election of its new set of officers ensued. Ms. Pearl Angelica Y. Villavicencio of RWO 3 was sworn it as new president.

At the end of the Conference, the OWWA scholars were shuttled back the next day to their points of origin with a number of mementos provided by OWWA partners. Philamlife gave away duffel bags; Globe Telecom donated cellphone pouches and t-shirts, while Smart Communications provided notebooks and cellphone pouches, as well. Smart also installed three computer systems in the Conference venue for internet use of the scholars during the event. Microsoft generously sponsored some of the roundtrip plane tickets of the scholars from the Visayas and Mindanao.
